Critical Upcoming Development Meetings

March 10th, 7:00 PM at City Hall - City Council (Development Plan Amendment Public Hearing)

 1. What is the amendment?

  • This isn't about one building, it's about the city amending the underlying City Code that governs ALL building development
  • The amendment allows for an additional 2,800 (+27%) residential units in the downtown
    • Their justification will be that they're reducing the amount of other types of properties, but the ultimate effect to the downtown is EVEN MORE residential buildings (most likely luxury high-rises based on nearly everything else they've built)

2. Why you should care?

  • This is not a normal Public Hearing where you feel like you're talking to a wall, and your comments go into a void.
    • Because of the nature of this amendment this hearing is governed by state law
    • All comments (whether verbal, or written) have to be logged, responded to as part of the next version of the amendment, and sent to the NY D.E.C.
  • This amendment will set the tone for development for the next several years. This is a real window of opportunity to effect change (particularly since re-elections are on their minds)

3. How you can help?

  • Join us, and let's make the city pivot to a course that brings about SMART development, that actually benefits the downtown residents
    • Think the tax breaks should be limited only to projects that provide immense measurable benefit to the community - tell them!
    • Think we have enough high rises / density and building height limits should be reduced to mid rise levels - tell them!
    • Think we need more public green spaces as the population increases, and this should be codified as a requirement - tell them!
    • ...you get the idea
  • Ideally, you can join in person at the Public Hearing on 3/10, and speak out against the development plan, and how it has failed the residents
  • If you can't join or speak, but still want to voice your concerns, you can send in a letter. We can help facilitate getting it submitted
    • Written comments have until 3/20 to be submitted
  • If you know anyone else that is interested in this topic, please bring them to the meeting and/or send them this link

The City of New Rochelle loves to brag about how great this development plan has been for housing affordability, but our analysis of publicly available data through the NewRo Enough Is Enough initiative tells a different story regarding overdevelopment.

Who We Are

NewRo Enough Is Enough is a grassroots group of citizens in New Rochelle who believe that the 10-year-old downtown development plan is failing to deliver the promised benefits. Instead, it has resulted in harmful overdevelopment, leading to issues like parking congestion, increased traffic, and a loss of natural light. We are not NIMBY or anti-development; we advocate for SMART development—something this current plan has clearly not achieved.

Since our formation in February 2025, our membership has grown to over 600 individuals.
